Has anybody ever toured from Duluth to Tofte to the Boundary Waters? What about Duluth to Wisconsin's Apostle Islands? I'm just looking for advice, things to see, etc.

Both would be good cycle-touring routes. The North Shore of Minnesota offers views of the Lake and stops to see the history of the area (e.g., shipping and mining). Highway 1 to Ely is pretty rolling forest land, but without many services. The road in northern Wisconsin is unexceptional, but nice views along the shore. Enjoy!
I have ridden from Duluth to Ashland and then down to Green Bay. It was a pleasant tour and mostly flat. What sticks out in my mind is when asking locals directions, many stated they never venture out of their own town. Even the next town over was, "we never go there".
