recommendations for bicycle

hey to all bike lovers here, well, i need some help, i want to have some good,safe, not complicated, not fancy touring bicycle. I can't find any on ebay or similar website, im from Croatia, and here touring with bike is not so popular, and it's hard to find bicycle for it, i thinking about buying some random bike with steel frame, and just change some main parts like wheels and similar, really don't know what to do, so im saying one more time, i need your help, just feel free to write everything you want about this subject, im little bit low budget, i just don't want to spend alot of money for the bike.
