Greetings,
A friend and I will be flying into Portland, OR on Saturday, June 17th and we are researching options to get to Astoria, OR. Our bikes will be shipped to Bikes and Beyond and we would like to pick them up by 5 PM on that Saturday. Our plane arrives at 12:30 PM.
What is the easiest/least expensive option to accomplish this?

It is unclear from your post if you want to ride your bikes from PDX, or start riding in Astoria.
OK, I just googled Bikes & Beyond -- they're in Astoria. (It's not a bad ride from Portland to Astoria. It's flat along hwy 30. Traffic out of PDX will be obnoxious until you're ~35 miles out.)
Your public transport options from stumptown to Astoria are Greyhound or another bus line.
"Wanderu" runs there. One trip/day. See: https://www.wanderu.com/en/bus-tickets/us-or/portland/us-or/astoria/ I haven't checked the schedule, I kinda doubt you'll make the connection with them on the day you land.
You can google Greyhound as well as I.
Um, does Craigslist Portland have a ride board? If so that would be an option.
What qualifies me to respond to your request:
The last town in the US I lived in was Portland. (I have ridden out to Astoria. Once. I gave myself two days each way. I was on holiday ;-) Astoria is a popular cycling destination from stumptown.
